Biography
Ray's principal area of practice is public finance. He has practiced in the law of state and local governments and their constitutional and statutory authority to provide and finance public activities for 40 years, and has drafted for and provided the legislative framework to state and local agencies and their political leadership numerous amendments to the Texas Constitution and enabling laws that authorize the state and its political subdivisions and instrumentalities to provide the public infrastructure that is required to provide for a high quality of life for Texas citizens from Texarkana to El Paso and from the Oklahoma border to Brownsville and elsewhere.

He has represented public agencies at the state and local level, and their bond financing underwriters in the broadest possible range of public activities. Specific examples include Dallas Area Rapid Transit and Houston Metro, Dallas-Fort Worth International Airport and other airport facilities in El Paso, Amarillo, Memphis (Tennessee), and the Republic of Guam; Tarrant County Community College District; Texas Stadium in Irving, the Ballpark in Arlington, American Airlines Center in Dallas, and Texas Motor Speedway in Fort Worth; Dallas County Hospital District (Parkland Hospital), Zale Lipshy and other hospitals in Dallas, Irving, Arlington, and elsewhere; housing projects in Odessa, Victoria, and Valdez (Alaska); public power projects, including lignite and nuclear generation facilities wholly or partially owned by Denton, Bryan, Garland, and Greenville; public school facilities for Dallas, Richardson, Lubbock, Bryan, and other independent school districts; tax exempt financing of educational and student housing facilities for the independent colleges and universities of Texas, including Southern Methodist University, Abilene Christian College, Trinity University, and Austin College; jail and privatized prison facilities for Collin County, Dallas County, Liberty County, and the City of Mansfield; water supply and distribution systems, and irrigation, and wastewater collection systems in many parts of Texas, together with many others, including streets, roads, and the public's general transportation needs.


Representative Experience
Transportation Projects - Rail
  • Represented Dallas Area Rapid Transit System since its creation in 1983; drafted and assisted in passing Texas laws relating to the creation and financing of local rail transportation systems, laws which are now used in the Cities of Houston, Dallas, Fort Worth, San Antonio, and Austin, Texas, and others; have represented Dallas Area Rapid Transit in all of its financings and re-financings since its creation including bonds issued for the purpose of financing the capital costs of a modern light-rail system in the metropolitan Dallas area of North Texas; looked upon by the federal transportation agencies as a model project for new light rail transit systems in the Nation
  • Represented Houston Metropolitan Transit Authority in calling, holding, and implementing an election to approve a major light rail transit system in the Houston metropolitan area; election passed and financing is now in process
Transportation Projects - Airports
  • Have represented the Cities of Dallas and Fort Worth in connection with the creation of the bi-city partnership that owns Dallas-Fort Worth International Airport since its beginning in 1968, now the 3rd largest airport in the world; representation included services creating the partnership and as bond counsel in connection with the multi-billion dollar bond financings that have financed the airport without the use of any taxpayer funds
  • Have represented the City of Dallas in connection with the early financings of Dallas’ Love Field Airport, the City of El Paso, Texas, in connection with the expansion and improvement of the El Paso International Airport, the City of Amarillo, Texas, in connection with expansions to its major airport facilities, and Braniff Airways (now dissolved) in connection with the financing of major improvements and upgrades to the International Airport of the Republic of Guam
